育宗工廠位在非都市工業區的丁種建築用地，1979年即有工廠登記證、設立許可證，屬舊工廠，每年應定期向市府申報，但經發局並沒有接獲該工廠放置危險化學品申報，20日將前往稽查，重點擺在該工廠放置危險化學物品是否有向保險公司投保，為何沒有申報堆放化學危險物品？
高市環保局長蔡孟裕表示，環保局對於工廠毒化物有一套完整管理機制，平時固定安排稽查，並要求業者提報危害應變及偵測計畫，若毒化物外洩也有應變標準程序。
他強調，昨天育宗工廠起火的過氧化二苯甲醯並非毒化物，而是危險化學物品，屬經發局業務管轄，相關易燃性物質則是消防局管轄範圍。
高雄育宗化學工廠起火，網友直接聯想到日前天津大爆炸，有人驚恐擔心警消灑水會同樣造成第二波爆炸，不過也有人回應反駁，說過氧化二苯甲醯起火本來就要用水霧降溫，不同說法引發議論。
高市環保局主管毒性化學物質的土水科長馬振耀指出，化學物質種類太多，每種有相應滅火方式，他們將305種法定毒化物性質介紹列印出來，隨時可參照，若火災現場是其他非毒性化學物質起火，也只能趕快上網查物質安全資料表（SDS）找對策。
他說，消防局針對不同化學火災均有應變措施，主要是第一時間必須搞清楚化學物質種類。
